i tested both during the first weeks i had my rgb30. i got better performance with n64, dreamcast, psp, and saturn using arkos than i did with jelos using the default configs. i then went on to tweak each system based on community recommendations and in each case continued to receive better performance with arkos.

JellOS slightly easier to use but slightly less performant for higher tier systems (Dc,N64). I had a look in ThemeMaster but it only seemed to update the themes that already came with ArkOS. I alternate between the 2 by swapping the OS sd card. In general I find Jelos more intuitive and easier to navigate. It runs pretty good on the RGB30, I would say get the RGB30 since you can hook it up to an external display, a Bluetooth controller and treat it like a mini console. To me, my devices are great and I had little to no issues since I was modding them anyway.
