If you plan on enchanting and have enchanting potions to use, don't use riften, even if you are looking straight down over the table it often bugs and you end up sat upstairs in a chair, wastes about 10 seconds of your potion of enchants. Same here with Skyrim SE. I am Thane in each region with Huscarl, Quest to get the houses/land all done. Installed mod: USSEP 4.0.3 Houses: Whiterun/ Breezhome - OK. Windhelm/ Hjerim - without Huscarl I could enter, with Huscarl moving in CTD when opening the door. Riften/ Honeyside - OK, old clutter still in the house, no house options …I helped Ingun. Typically you need to help 5 citizens in the major cities (3 in the minor ones) in order to qualify for thanedom in that hold. Usually there's a misc. objective to help you keep track of these things, but iirc Riften's a bit unusual in how it structures its thanedom quest. You also have to buy Honeyside before you can become thane.Supposedly the game still tracks the good deeds and will prompt you to go speak with her after you complete five of them.
